Labor and Social Security Minister Oğuzhan Hasipoğlu made significant statements by sharing information about Filo Jet’s captain, M.Ö., who worked without insurance. Hasipoğlu emphasized that personnel working in maritime transportation are excluded from the Labor Law’s scope. This indicates that the ministry does not have the authority to issue work permits for seafarers.
Legal Status of Seafarers
Hasipoğlu provided information about the ‘Seafarer’s Wallet’ granted to ship workers, stating that current legislation does not apply to these individuals. He highlighted that seafarers do not receive work permits and that the Labor Department cannot perform sealing processes for these individuals. Additionally, he noted that these workers are employed under special service contracts with companies.
The minister pointed out that, according to the relevant provisions of the Turkish Republic of Northern Cyprus (TRNC) Labor Law, individuals working in maritime transport are not subject to the laws. In this context, he explained that the roles undertaken by individuals in maritime work are conducted under a different legislative framework.
Ports Authority Responsibilities
Furthermore, Hasipoğlu mentioned that the suitability of a ship for sea travel and issues such as sailing permits are evaluated by the Port Authority, emphasizing that the determination of the qualifications of captains and crew members also falls within the Port Authority’s responsibilities. Additionally, he affirmed that the Port Authority is responsible for the international validity of captain licenses.
Regarding crews on passenger ships, Minister Hasipoğlu stated that inspections related to emergency management and the use of life-saving equipment are not covered by the Labor Law. He noted that these inspections should be conducted by the Ports Authority.
Finally, Hasipoğlu stressed that the causes of maritime accidents and navigation safety need to be examined carefully. He expressed that the reasons for accidents and safety measures should be prioritized, believing that labor life is more important than insurance status.
Addressing rumors about his potential dismissal, Hasipoğlu stated that such claims do not reflect the truth and that he has not received any notifications in this regard from Prime Minister Ünal Üstel.
