The General Assembly of the Republic could not convene for the CTP’s extraordinary meeting on “Community Security”. The session could not be opened due to the lack of a quorum as the UBP, DP, and YDP deputies did not attend.
CTP Chair Sıla Usar İncirli harshly criticized the failure to hold the meeting, accusing the government of ignoring security issues.
Planning the Meeting and Aftermath
Expected to convene at 10:45 under the chairmanship of Parliament Speaker Ziya Öztürkler, the General Assembly could not open without sufficient deputy attendance. Following the meeting’s cancellation, CTP held a press conference in the TURKPA Conference Hall of the Parliament. This conference was attended by CTP Chair Sıla Usar İncirli, CTP Secretary General Mehmet Kale Kişi, several CTP deputies, and independent deputies Jale Refik Rogers and Ayşegül Baybars.
İncirli emphasized that there have been serious concerns regarding security in the community for a long time. He argued that this issue should be addressed even during the Parliament’s recess.
Security Policy and Population Data
İncirli stated that effective governance is needed for the state to timely identify population data and security risks. He argued that the current situation regarding population, migration, working conditions, and the fight against crime is inadequate, with these areas being managed in isolation from each other.
He noted that while it is important for the police to have a high success rate in solving crimes, security strategy should not only react to crimes after they occur. İncirli expressed that the primary goal should be to determine priorities before crimes happen.
By 2025, 53,000 criminal cases have been filed, the majority of which relate to traffic offenses, indicating a significant problem in the country, according to İncirli.
İncirli noted that the nature of crimes is among the biggest concerns for the public, with an increase in certain serious offenses. He mentioned the rising trend of attempted murder cases and shared statistics regarding sexual abuse and drug-related crimes.
Sharing data about the backgrounds of individuals in prison, İncirli opposed xenophobia and emphasized that the main problem lies in unregistered living and lack of oversight.
As part of their Community Security Action Plan, CTP highlighted the necessity of a population census. Remembering that the last census was conducted 15 years ago, İncirli stated that they would conduct a comprehensive census if they come to power.
In addition, İncirli emphasized the importance of modern systems to be implemented upon entry into the country, declaring that systems for obtaining information prior to travel need to be put into action.
Finally, stating that contrary to criticisms directed at them, issues of community safety are solvable, he highlighted the importance of strengthening public authority.
The CTP Chair noted in response to those who described their party’s efforts on this issue as a ‘show’ that the call for an extraordinary meeting was necessary and conducted according to procedure.
