The French Court of Cassation has rejected the appeal of Lithuanian real estate agent Rasa Zilevice against the European Arrest Warrant issued by authorities in South Cyprus, claiming she played a role in the sale of Greek properties in Northern Cyprus. Zilevice is expected to be handed over to South Cyprus in the near future.
Zilevice is accused particularly of promoting tourist projects in the Kyrenia region and engaging in activities related to Greek Cypriot properties. She was arrested at Nice Airport in France on May 16, 2026, but was released the same day under judicial control and subject to extradition proceedings.
Her hearing in France took place on June 24, 2026. On July 1, 2026, the French court approved the extradition request from South Cyprus, deciding to implement the European Arrest Warrant. Following this development, Zilevice appealed the decision; however, the appeal process resulted in the French Court of Cassation dismissing her objection.
Previous Rulings Not Precedent
The French court had previously obstructed the execution of a European Arrest Warrant against Iranian real estate agent Behdad Caferi, based on the suspension of European Union regulations in Northern Cyprus. However, it was noted that the ruling in the Zilevice case was not related to this situation.
Zilevice’s Extradition Process
This ruling by the French Court of Cassation indicates that there are no longer obstacles to Zilevice’s extradition to South Cyprus. Following the completion of official procedures, Zilevice is expected to be handed over for trial in South Cyprus. This development has once again raised questions about the impact on the real estate market in Northern Cyprus and the enforceability of international law.
