The Republican Turkish Party (CTP) announced that the extraordinary meeting of the General Assembly could not be held due to the absence of government representatives. Following this development, CTP held a press conference to introduce a significant Community Safety Action Plan. CTP Chairman Sıla Usar İncirli stated that security issues are more a matter of political management rather than judicial nature.
Key elements of the action plan presented by CTP include a census and a digital tracking system. İncirli pointed out that the country’s crime and disorder issues largely stem from a lack of population data. Therefore, he emphasized the urgent need for a comprehensive census to be conducted.
Another critical aspect of the action plan is the establishment of a migration security filter. A system will be built to pre-register the personal information, reasons for entry, and financial status of individuals entering the country. This system will collate information about individuals before they enter the country.
İncirli also mentioned that entry follow-up and monitoring mechanisms necessary for national security will be established. This mechanism will ensure the status of individuals entering the country is monitored and their whereabouts are tracked regularly.
Concern Over Culture of Violence in Society
During the press conference, İncirli stressed the seriousness of the rising culture of violence in society. He shared that as of 2025, 53,000 criminal cases have been filed, asserting that the overall decrease in judicial crime files is misleading. He highlighted the increase in serious crimes such as attempted murder, aggravated assault, firearm offenses, and drug-related crimes.
İncirli noted that the number of attempted murder cases, which was 8 in 2023, rose to 14 by 2025. Similarly, the number of cases for aggravated assault and grievous bodily harm increased from 63 to 113, while firearm offenses doubled. Drug crimes also increased by 1.5 times over the last two years.
Population Data Security Poses Risks
The CTP Chairman emphasized that the state cannot ensure security if it does not accurately know the population data. İncirli stated that the successive amnesties in migration have been unsuccessful in combating irregular living. He pointed out that while the police’s success in apprehending offenders is important, preventing crimes is fundamental.
İncirli added that if they come to power, they will quickly implement the Community Safety Action Plan.
